【摘要】:Thisstandarddefines,forvarioustypesofinstrumentation,theessentialperformanceparameters,andgeneralplacementformonitoringthereleaseofradionuclidesassociatedwithapostulatedseriousaccidentatareactorfacility.Thisstandarddoesnotspecifywhichoftheinstrumentsorsystemsarerequirednordoesitconsiderthenumberorspecificlocationsofsuchinstruments.Thisstandardalsodoesnotaddresssinglefailurecriteriaassociatedwithnuclearsafetyinstrumentation.Forthepurposeofthisstandard,thepredominantconsiderationintheassessmentofradiationemergenciesisthemeasurementoffissionproductspromptlyenoughtopermittimelyemergencydecisionstobemade.Whereinstrumentsutilizedforroutineoperationsfulfillthecriteriaherein,theyneednotbeduplicatedinordertohaveseparateemergencyinstrumentation.Dualpurposeinstrumentationmustmeettherequirementsofthisstandard.1.1Introduction.Regulatoryagenciesrequirethedevelopmentofcomprehensiveemergencyplansfornuclearreactorfacilities.Suchplansmustincludetheprovisionofadequateradiologicalinstrumentationtodetectandquantifyaccidentalreleasesofradioactivityfromthesefacilities.Thisstandardpresentsperformancecriteriaforinstrumentationfordetectingandquantifyingsuchreleaseofradioactivematerials.Thecriteriaarebasedonestimatesofthequantityandcharacterizationofradio-activematerialthatcouldescapeasaresultofapostulatedaccidentatareactorfacility.Throughoutthesecriteria,threeverbshavebeenusedtoindicatethedegreeofrigorintendedbythespecificcriterion.Thewordshallisusedtodenotearequirement,thewordshouldtodenotearecommendation,andthewordmaytodenotepermission,neitherarequirementnorarecommendation.Itisimportantthatinstruments,systems,orindividualcomponentsintendedforemergencyapplicationbe:(1)Qualifiedforuseunderextremeconditions(2)Preoperationallytestedovertheentirerangeofoperation(3)PeriodicallycheckedandcalibratedaccordingtoanappropriatecalibrationprogramThecriteriahereinapplyonlytoinstrumentationinstalledorlocatedatthereactorfacilityandintendedforusebyfacilitypersonnelintheconductofemergencyoperations.Instrumentselectionwillofnecessitybedeterminedonacasebycasebasisconsideringindividualfacilityemergencyplansandsitespecificparameters.Theseplansinvolveseveralelementsincludingmeasurementofmeteorologicalparameters,establishmentofcommunications,arrangementforoff-siteworksupportpersonnel,identificationofcapabilities,capabilityofdetectingemergencyconditions,andquantifyingreleases.
